PROBLEM TO BE SOLVED: To provide a system for preventing spread of a pollutant, in which both requests for prevention of pollutant-leak from a wall and for an easy check of the state of leaking are simultaneously satisfied, and a risk- management for pollutant-leak is facilitated. SOLUTION: A steel-pile double-wall 1 formed of side-walls 5 and partition- walls 3 opposing to each other is built so as to surround a polluted area b to isolate the area b from an area c outside the polluted area. The water level in a hollow part a in the wall 1 is made lower than the level of the other part in and out of the wall. If there is any problem in water-cutoff in the wall 11, pollutant-containing water leaches in the inside to raise the level in the hollow part a, but the wall 1 is provided with the partition wall 3, so the level is increased only in that limited region. Thus, the leak spot can be located in an early stage, and there is a high possibility that the spot can be visually found.
