PROBLEM TO BE SOLVED: To provide a surface treating method capable of easily and effectively carrying out a surface treatment on a surface of a substrate made of a resin such as a resin film or the like. SOLUTION: In order to accomplish the above object, the above problem is solved by providing the surface treating method in which the surface of the substrate made of a resin is subjected to a surface treatment by contacting an photocatalyst treatment layer containing an photocatalyst formed on a base material with the surface of the substrate made of the resin; and exposing the contacting part of the surface of the substrate made of the resin and the photocatalyst treatment layer.
