PROBLEM TO BE SOLVED: To provide a method capable of stably and certainly preventing slime of a liquid to be treated of a closed circulating water system or the like, and an apparatus therefor. SOLUTION: In one embodiment, an aqueous solution of a bromine compound is electrolyzed to prepare a bromic sterilization agent and the prepared bromic sterilization agent is added to the liquid to be treated to prevent the formation of slime. Further, the slime preventing apparatus equipped with an electrolytic device for electrolyzing the aqueous solution of the bromine compound to prepare the bromic sterilization agent and a bromic sterilization agent adding device for adding the bromic sterilization agent prepared in the electrolytic device to the liquid to be treated is also disclosed.
