PROBLEM TO BE SOLVED: To provide a cutter having a substrate with a hard coating on the surface of the substrate and a tool with a holder using the cutter, capable of improving in the weak point such as self-fracture of the hard coating caused by a residual compressive stress, and of stable and excellent cutting performance such as abrasive resistance and resistance to adhesion. SOLUTION: In the cutter having the substrate 2 with the hard coating 3 on the surface of the substrate and the tool with the holder using the cutter, the maximum thickness of the hard coating is 1-6μm, and the thickness d along the vertical bisector of the angle formed by the two plane forming the edge of the substrate is 0-50% of the maximum thickness.
