PURPOSE: A dielectric porcelain is provided which exhibits a high non-load value (Qu) and a high dielectric constant (εr) even in a frequency range of 0.4 to 2.4 GHz, achieves a desired thermal coefficient (τf) of resonance frequency and has high mechanical strengths, and a dielectric device is provided. CONSTITUTION: The dielectric porcelain(1) is a sintered compact of a complex oxide of at least one element selected from Zr, Ti and Mn, at least one element selected from Mg, Zn and Co and at least one element selected from Nb and Ta, and has an average crystal grain diameter of 10 to 70 μm, wherein the dielectric porcelain(1) is formed into, e.g. a columnar form, and set in a metal housing(2) together with a support(3). A TE01δ mode dielectric resonator is constituted in such a way that the resonance of the TE01δ mode is excited by electromagnetic waves transmitted through a coaxial wire(4a) or a coaxial(4b) and outputted through the coaxial wires(4a,4b).
