PURPOSE: A protecting pad having cut part in one side and both-sided tape in the other side is provided in a packet type in one back paper, thereby improving workability and reducing cost and time. CONSTITUTION: A method for manufacturing protecting pad comprises a step of cutting pad material in a rectangular shape made of a polyethylene foamed resin. A both-sided tape(3) is attached to one side of the pad material. The pad material is cut by a first cutter(5) inserted with a cushion material between cutting blades. Back paper is removed from the both-sided tape, and a new back paper is attached. The pad material is cut again by a second cutter widthwise. Then, the protecting pad is formed and is checked and wrapped.
