PURPOSE: A method and device of controlling power consumption of a plasma display panel is provided to improve a quality by preventing a brightness from being suddenly changed at a screen of a plasma display panel. CONSTITUTION: A control part(2) generates an address signal, an X-drive signal, and a Y-drive signal in response to a picture signal from the outside. An address driving part(2) processes the address signal(SA) to generate a display data signal, and applies the display data signal to address electrode lines. An X-driving part(4) processes the X-drive signal(SX) from the control part so as to be applied to X-electrode lines. A Y-driving part(5) processes the Y-drive signal(SY) from the control part so as to be applied to Y-electrode lines. The control part(2) establishes a stable operating region with respect to a sustain pulse number according to a load ratio and controls power consumption in the stable operating region.
