PURPOSE: A hybrid energy storage system is provided, to enable the large pulse power to be supplied stably and to increase the lifetime of the system and the continuous use time of an electronic device. CONSTITUTION: The hybrid energy storage system(100) comprises an energy storage device(102) which comprises a primary battery, a secondary battery or a fuel cell, and supplies the electric power to an electronic device; a capacitor(104) which is connected with the energy storage device electrically in parallel, comprises a positive electrode formed by conversion treating the etched valve metal foil, a negative electrode prepared from a metal coated with an active material containing carbon, and an electrolyte placed between the two electrodes, and supplies the intermittent pulse power to the electronic device; a primary control part(106) which is connected with the energy storage device and the capacitor, and controls the connection state of the energy storage device and the capacitor; and a secondary control part(108) which is placed between the energy storage device and the capacitor and connected with the two devices, and controls the output of the electric power.
