PROBLEM TO BE SOLVED: To provide an information recording device that is able to form record marks having superior signal characteristics by using a CAV system. SOLUTION: This is an information recording device that can record information on an optical recording medium that is rotating at a constant angular speed. It sets the number of the recording laser beam pulses to a first number at a first recording position to form record marks and to a second number smaller than the first one at a second recording position outside the first recording position. Thus, since the number of the recording laser pulses is reduced at the outer area of the medium, superior record marks can be formed even when increasing the clock frequency for high data transfer.
