PROBLEM TO BE SOLVED: To precisely detect smoke and distinguish a fire even if a light emitting device becomes dirty or received an effect of an outside light. SOLUTION: The light emitting device 2 is provided in a monitor region and a monitor camera 1 is provided at a prescribed distance apart from the light emitting device so as to photograph the light emitting device. An image photographed by the monitor camera is processed and the generation of the smoke in the monitor region is detected by an image processing part 7. The light emitting device comprises a light emitting region emitting the light and a non-light-emitting region not emitting the light. The image processing part calculates the width of a line-shaped region having a luminance of a prescribed value or more in the light emitting device to find an aspect ratio and discriminate the generation of the smoke. The image processing part measures the maximum luminance and the minimum luminance of an extraction region in the light emitting device, and calculates the ratio of the two luminances so as to discriminate the generation of the smoke. The image processing part calculates an average luminance in the non-light-emitting region and calculates the smoke density based on the average luminance.
