PROBLEM TO BE SOLVED: To provide an image processing apparatus which practices a code processing and a resolution transformation processing with signals and enables the reduction of a memory cost and the increase of a processing speed. SOLUTION: A resolution transformation processing apparatus receives N*M image data directly from a signal decoding processor without passing through a memory and processes the N*M image data. Adjacent data of the N*M image data are generated by an adjacent point generating device 101. Data necessary for an interpolation processor 108 are selected from the N*M data received by a parameter processor 102 and the generated adjacent data according to a block type identified by an MKBTYPE processor 103.
