SOLUTION: An encoding part A 1002 records a motion vector detected at the first encoding in a vector information recording part 1006, and an encoding part B uses the vector information recorded in the vector information recording part 1006, and performs the second encoding to be able to significantly shorten a vector detection time at the second encoding.
