PROBLEM TO BE SOLVED: To mitigate dissatisfaction of a user when a toll road is congested. SOLUTION: This electronic toll collection system adjusts the balance of the toll of the toll road by wirelessly communicating between an on-vehicle device mounted on the vehicle and a roadside communication device. This system detects the state of the traffic congestion on the toll road and, when detecting the traffic congestion, it adjusts the balance by discounting the toll of the toll road. This system can thus mitigate the dissatisfaction of the user when taking a longer traffic time than usual for the congestion.
