PROBLEM TO BE SOLVED: To decide a proper color of an object by taking a color of an image into consideration when the object (a letter, a number, a symbol, or a line of them) is arranged in the image. SOLUTION: An area color mean value calculation part 133 calculates a means value of a color in an area for arranging the object in an original image. An object color decision part 135 decides the color of the object on the basis of the mean value of the color of the calculated area. For example, the object color can be decided to a color not analogous to the mean value of the calculated area. An image data formation part 139 forms data of the image arranged in the original image area.
