PROBLEM TO BE SOLVED: To download only renewed file information from a patrol site. SOLUTION: When a patrol operation is executed according to schedule information, the data and the time which are to be renewed next forecasted from update information added to the file information provided by a site are compared with the date and the time which are to be renewed next on a designated schedule found from the patrol date and time of the schedule information registered to an automatic patrol schedule table 13a and the present date and time, and later date and time are registered to a next renewing schedule table 13b. Whenever the file information is downloaded from the patrol site referring to this next to be renewed schedule table 13b, only the renewed file information can be downloaded at all times.
