PROBLEM TO BE SOLVED: To balance the charges on a cellular phone and a wrist watch information terminal, and further to inhibit the consumption of batteries in the cellular phone regarding a communication system where the cellular phone relays communication from the wrist watch information terminal. SOLUTION: The communication system comprises compact information equipment 1 (for example, a wrist watch information terminal), a radio base station 3, and a portable communication apparatus 2 (for example, a cellular phone) for relaying the communication between the compact information equipment 1 and the radio base station 3. The radio base station 3 performs discount processing in billing on the communication of the portable communication apparatus 2, when the portable communication apparatus 2 relays the communication between the radio base station 3 and the compact information equipment 1.
