PROBLEM TO BE SOLVED: To provide a bipolar stepping motor and an electronic clock using it, for which accidental rotation in a rotor hardly occurs, even if it receives disturbances. SOLUTION: The bipolar stepping motor 10 of an electronic clock comprises a bipolar rotor 60, made by a permanent magnet 61 which can be displaced in the shaft direction and has hook parts 72, 73 in an end face 71 of the shaft direction, a bipolar stator 20 made by an electromagnet which regulates the rotation direction of the rotor 60, corresponding to the direction of the leakage flux which passes through the rotor 60 in the static magnetic field stability position in the rotating direction, a rotation regulation part 30 which has hooked parts 32, 33 which prevents the rotation of the rotor 60 by hooking to the hook parts 72, 73 of the rotor 60 at the position which meets at the shaft direction of C1 and C2 for the hook parts 72, 73 of the rotor 60, when the rotor 60 is at the static magnetic field stability position and a hook control part 40, which controls the hooking of the hook parts 72, 73 of the rotor 60 and hooked parts 72, 73 of the rotation regulation part 30.
