The invention relates to a radio antenna in the form of a transmitting anten na or a receiving antenna, and a mobile radio system. According to the inventio n, the radio antenna (MS/A, BTS-A) is a flat top antenna and comprises a carrie r element (1) consisting of electrically insulating material; a coating (2) which is applied to the same, and two interspaced coating feeders (3, 4) comprising an electrical connection to the coating (2) situated in-between. Said coating is produced from a coating material which consists of given amounts of determined materials such as a bonding agent, an insulating agent , a dispersing agent and distilled water. Electromagnetic waves can be emitted or received by means of the coating (2), advantageously offering a high frequency selectivity in conjunction with an omnidirectional characteristic.
