PROBLEM TO BE SOLVED: To provide an image forming apparatus and a process cartridge preventing the occurrence of faulty cleaning even in an electrophotographic developing method using toner whose diameter is small and whose circularity is high as toner, made excellent in characteristic at the time of repeatedly outputting an image and capable of supplying the high-definition image having high quality. SOLUTION: As for the image forming apparatus and the process cartridge, the toner used in a developing means is dry toner whose number average diameter equivalent to a circle is 2 to 10 μm, whose average circularity is 0.950 to 0.995 and whose circularity standard deviation is <0.040 in the diameter equivalent to circle-circularity scattergram of the number reference of the toner measured by a flow type particle image measuring device, and a cleaning means is the one using at least a rubber blade, and the universal hardness of the surface layer of an electrophotographic sensitive body used in the image forming device is 230 to 500 N/mm<2> . |
