PROBLEM TO BE SOLVED: To provide an optical wireless communication system which can contribute to throughput improvement in a system as a whole. SOLUTION: A controller 251 obtains a communication amount from a terminal 2, according to a counted value 1 of a total reception data counter 251b measured within a measurement interval and a counted value m of a time counter 251c. If the obtained communication amount is equal to or more than a predetermined threshold, the controller 251 makes a suppression simulated signal generator 253 generate a suppression signal to be transmitted to the terminal 2. By means of such a suppressing signal, a frame transmission from the terminal 2 is suppressed.
