PROBLEM TO BE SOLVED: To prevent dielectric breakdown between a discharge electrode and a metallic container forming a gas circulation passage by disposing the discharge electrode on the outside of the gas circulation passage. SOLUTION: Since a discharge electrode 2 and a power supply rod 3 are opened to the atmosphere by a dielectric body 5, insulation strength between metallic containers 4 can be enhanced and dielectric breakdown can be prevented between the discharge electrode 2, the power supply rod 3 and the metallic container 4.
