PROBLEM TO BE SOLVED: To provide a composite magnetic member material having an electric insulating film and its manufacturing method, a composite magnetic member having the electric insulating film and its manufacturing method, and a motor using the composite magnetic member having the electric insulating film as a rotor. SOLUTION: An Fe-based alloy plate has at least an electric insulating film formed on its surface. The Fe-based alloy plate is formed of a composite magnetic member material of ferromagnetic alloy which is locally, weakly magnetized and has an electric insulating film through heating/cooling process. It is preferable that the Fe-based alloy plate is a composite magnetic member material formed of an Fe-Cr-C alloy plate and has the electric insulating film.
