PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus for an information recording medium which can easily carry out various kinds of management such as a rental charge and the lending and return of an electronic book according to an access state. SOLUTION: Access information such as an access date, the number of pages and the charge on main information processed by an access information processing part 34B is recorded on the second UTOC region of a disk 12. The main information is stored into a buffer memory 34A, and is outputted to a display device 40 or an I/F 44 after recording of the access information. The access information recorded on the disk 12 is outputted on the occasion of disk management such as billing in a rental shop, and is edited by the access information editing part 50A of a host computer 50. Therefore, the billing is practicable according to the access state. The access information is stored into a host memory 50B for statistical work.
