PROBLEM TO BE SOLVED: To eliminate the loss of a user by refunding the balance of a valuable card ceased to be used, to prevent a fraudulence using a disused card, and to recycle the card. SOLUTION: A reading device reads the balance of the valuable card and refunds it in forms of cash coins or exchange medals from a money changing medium dispensing device. A user can selects either of the coins or the medals via a money changing key. The disused card by the refund is incorporated so as to prevent the fraudulence and the incorporated card is recycled. |
