PROBLEM TO BE SOLVED: To provide a delivery manager, which has the responsibility to designate a route to an intended destination for an instant message, and which can be constituted and can be incorporated. SOLUTION: A delivery manager is selected for a specified message, and the delivery manager defines a delivery policy used for route designation of an instant message to the intended destination of the message, when the delivery manager sends the message. The delivery policy is based on composition of the delivery manager, one or more user constitutions of the intended destination, and one or more delivery mechanisms possible to be used. The delivery manager makes the route designation of the instant message, using the delivery policy.
