PROBLEM TO BE SOLVED: To prevent defective transfer at a secondary transfer part in the environment, ranging from low temperature/low humidity to high temperature/ high humidity. SOLUTION: A bias is applied from a high voltage source to a primary transfer part T1, disposed on the rear surface of an intermediate transcriber 360, so that the toner image formed on a photoreceptor 110 is subjected to primary transfer to the intermediate transcriber; then the toner image is subjected to secondary transfer to a recording medium, by applying a bias from a high voltage source to a secondary transfer part T2 which is press- contacted to a backup roller 350. The resistance fluctuations under the environment of the secondary transfer part are larger than that of the primary transfer part.
