PROBLEM TO BE SOLVED: To provide a memory access controlling device performing memory access control suitable for a decoder not limited to compression/expansion of image data by a conventional 8 by 8 block and to provide an image processing device and an image processing method using this memory access controlling device. SOLUTION: This image processing device is provided with an image memory, a memory control circuit, the decoder not limited to image data compression/ expansion per a 8 by 8 block unit, and a memory access circuit capable of reading/writing the decoder's image data, which are inputted/outputted by a tile unit, from/to the image memory by a tile unit. The memory access circuit is constructed so that a horizontal size and a vertical size of the tile can be set to optional sizes matching the tile image data of the decoder.
