PROBLEM TO BE SOLVED: To provide a metal oxide fine powder for coating a surface which is excellent in the dispersibility, water repellency and waterproof properties and doesn't cause an agglomeration and a granulation thereof, and in addition has a high property of transparency and a cosmetic containing the same. SOLUTION: The fine powder wherein the surface treatment is applied with a copolymer of methylhydrogenpolysiloxane and dimethylpolysiloxane represented by chemical formula (1) in which m is 0 or more, n is 1 or more and 1<=m+n<=20 on the surface of the metal oxide fine particle to form a film thereon.
