PROBLEM TO BE SOLVED: To develop an organic-inorganic hybrid low-melting glass which does not contain lead as a component. SOLUTION: Starting materials of an alkylchlorosilane Rx SiCl4-x , and phosphoric acid H3 PO4 or boric acid H2 BO3 or the like are used as raw materials, made coexistent with a metallic chloride salt such as a tin chloride or the like for reaction, and made into a dense, low melting point bulk body.
