PROBLEM TO BE SOLVED: To provide a powder coating composition capable of providing a coated film exhibiting a different color tone by a viewing angle and having high design ability, and to provide a method forming the coated film. SOLUTION: This powder coating composition forming the coated film changing the color tone by viewing angle is obtained by carrying out dry blending of 0.1-10 wt.% hologram pigment particles in which a part or all of the surface of pigment particles is covered with a light-reflecting layer having an uneven pattern having <=1μm difference of rise and fall and having 10-200μm average particle diameter with 99.9-90 wt.% powder particles in which L value of lightness obtained when formed into a film is <=70. The method for forming the coated film comprises applying the powder coating composition onto a conductive material.
