A cationic resin composition comprises a cationic resin and a blocked polyisocyanate. The blocked polyisocyanate is obtained by reacting an active hydrogen containing component comprising a diol which has two hydroxyl groups with different reactivities and a molecular weight of 76-150, and a carboxyl group containing a diol with a molecular weight of 106-500 with a polyisocyanate compound. A cationic resin composition comprises a cationic resin and a blocked polyisocyanate. The blocked polyisocyanate is obtained by reacting an active hydrogen containing component comprising a diol (A) which has two hydroxyl groups with different reactivities and a molecular weight of 76-150, and a carboxyl group containing diol (B) with a molecular weight of 106-500 with a polyisocyanate compound (C). Independent claims are included for the following: (1) cross-linking agent which comprises blocked polyisocyanate; (2) cationically electrodepositable coating method which comprises using cationic resin composition; and (3) article coated with cationic resin composition.
