The system has a base part and an upper part (1), a locking element in the base part and a rotary cylinder (4) in the upper part that interacts with the locking element or vice-versa. The locking element and rotary cylinder are formed correspondingly with respect to each other so that by rotating the cylinder the upper and base parts can be locked with respect to each other and can be pivoted with respect to each other in the unlocked state.
