SOLUTION: Chemical conversion treatment film of foundation roughness Ra 0.50μm or less, preferably 0.40μm or less and thickness 0.10μm or more is formed on a surface of ferrous metal base material. Roughness of metal surface before forming the chemical conversion treatment film is maintained Ra 0.20μm or less and chemical conversion treatment agent to be used is appropriately selected for that. Foundation roughness is controlled for eliminating remarkable minute projection on a surface after the chemical conversion treatment film is worn out to provide the material having sufficient seizure resistance.
