PROBLEM TO BE SOLVED: To obtain a hair-decoloring agent composition with which irritating odor is reduced and sufficient lightness is imparted to hair and touch of hair after finishing is made favorable, and to obtain a hair-dyeing agent composition. SOLUTION: The hair decoloring agent composition is prepared by mixing a first agent containing an alkali agent and a second agent containing an oxidizing agent and contains isoparaffin and a polymer. Irritating odor is reduced and sufficient lightness can be imparted to hair by including the isoparaffin. A sufficient lightness is imparted to hair and worseness of touch of the hair can be suppressed and touch of hair after finishing can be made favorable by further including the polymer. The hair-dyeing agent composition further contains a dye.
