PROBLEM TO BE SOLVED: To prepare a resin composition that is superior in heat resistance, mechanical properties, antistatic effect and durability of antistatic effect, and can preferably be used in various moldings, electric members, electronic members, etc., and to provide its manufacturing method. SOLUTION: This polyester resin composition comprises a particular structure of a complete aromatic poly(ester carbonate) and a particular formation of a poly(ether ester) that is composed of a naphthalene dicarboxylic acid ingredient, an aromatic dicarboxylic acid ingredient substituted with a sulfonic acid base, an aliphatic diol ingredient and a poly(alkylene oxide)glycol ingredient.
