PROBLEM TO BE SOLVED: To provide a catalyst useful for polymerization of a 1-olefin. SOLUTION: The catalyst comprises a nitrogen-containing transition metal compound containing a skeleton form represented by formula (B) [wherein M is Fe(II), Fe(III), Ru(II), Ru(III), or Ru(IV); X is an atom or a group being covalent bonded or ion bonded to the transition metal M; T is an oxidation state of the transition metal M and b is a valence(s) of the atom X or the group X; R<1> , R<2> , R<3> , R<4> , and R<6> are each selected from among hydrogen, halogen, hydrocarbyl, a substituted hydrocarbyl, a heterohydrocarbyl and a substituted heterohydrocarbyl; R<5> , and R<7> are each selected from among the hydrogen, the halogen, the hydrocarbyl, the substituted hydrocarbyl, the heterohydrocarbyl and the substituted heterohydrocarbyl].
