PROBLEM TO BE SOLVED: To simply obtain electric power by merely floating a device in a place where there is a water stream without necessitating fuel such as gasoline. SOLUTION: This device comprises a float 2 floating on the water surface of a water stream, a mooring means 3 for mooring the float 2 at a predetermined position, a rotary shaft 4 provided rotatably on the float 2 so as to cross the longitudinal direction of the float 2 orthogonally, a water turbine 7 provided in the end part of the rotary shaft 4, transmission mechanisms 8, 9, 11, 14 and 15 for transmitting the rotation of the rotary shaft 4, a generator 12 provided on the float 2 and connected with the transmission mechanisms, and an elevating means 6 for moving the water turbine 7 in the vertical direction through the rotary shaft 4.
