PROBLEM TO BE SOLVED: To solve the problem that a meteorological condition such as an air temperature, humidity and a wind speed is not taken into account in the prior art not to allow coping-with highly precise prediction. SOLUTION: Retrieval conditions for a position of a thundercloud and a time are calculated based on a meteorological image data showing a thunder occurrence determining element in the present situation and a thunder occurrence risk, the present meteorological data and a meteorological data in the past fit to the retrieval condition are extracted based on the meteorological data in the past, the thunder occurrence determining element in the present situation and the retrieval condition, the extracted present meteorological data is compared with the meteorological data in the past, as to additional meteorological data to select the meteorological data in the past similar to the present meteorological data, and similarity is calculated based on the selected meteorological data in the past and the thunder occurrence judge-determining element in the present, so as to obtain a retrieval result. |
