SOLUTION: This shipment instruction document issuing device provided with a central computing and processing means 101, a temporary storage means 102, a recording means 103, an interface means 104, an input means 110, and a printing means 120 adds product of square of amount and weight deviation concerning a shipment commodity, adds square root of the added value and measurement precision of a weight measuring device to calculate unevenness of total weight of shipment commodity and shipment case and calculate an upper limit weight and a lower limit weight from average total weight which is total of average weight of shipment commodity and shipment case and the unevenness in order to issue shipment instruction documents including the information for specifying the shipment commodity corresponding to a condition in which visual inspection is required and erroneous sampling weight obtained by adding the average total weight and one of average weights of shipment commodities is in a scope of the upper limit weight and the lower limit weight, the inspection requiring information for displaying that at least one of the shipment commodities is in the visual inspection requiring condition, and bar codes corresponding to the upper limit weight and the lower limit weight.
