PROBLEM TO BE SOLVED: To enable the rapid generation of oxygen and freely control the time required for generating oxygen and its flow rate by filling peroxide or a catalyst into respective bags composed of a particular material. SOLUTION: An oxygen generating agent comprising peroxide or a catalyst which enables the peroxide to react to generate oxygen is formed through sealing at least one of the peroxide and the catalyst in the respective bags composed of a biodegradable synthetic fiber. Thus, when the agent is immersed into water, the generation of oxygen is freely controlled so as to correspond to the time required for generating oxygen and flow rate thereof. Oxygen is rapidly generated and the desired flow rate of oxygen is uniformly maintained for a specified time. The agent is applied to a wide range of fields and is particularly suitable for use in an emergency. The safety of the agent and handleability are enhanced, further a good preservability is maintained over a long period of time.
