A thermally insulating coating material for a refractory containing carbon,characterized in that it comprises hollow refractory particles in an mount of 50 to 97 wt % of the total amount of refractory materials,and clay in a part of or the whole of the balanced amount and in an amount of 30 wt % or less of the above total amount,and a liquid binder in an amount of 20 to 170 wt % of the above total amount.The thermally insulating coating material prevents the oxidation of the surface of the refractory containing carbon and also forms a thermally insulating layer,when the refractory is heated to a high temperature.
