PROBLEM TO BE SOLVED: To measure a leakage current of an electric device to be measured with high accuracy without any influence of a capacitor component of an electric device to be measured. SOLUTION: Hi terminal PH and Lo terminal PL of a high voltage generating part 2 are connected to a power input part and an enclosure of an electric device Zx to be measured, a designated voltage V0 is applied, the applied voltage V0 is calculated according to detected voltage V2 obtained by a voltage detecting part 3. This dielectric voltage tester 10 detects a leakage current Io flowing through the electric device Zx to be measured at that time at a current detecting resistor Rc. The Lo terminal PL is provided with a protective earth terminal PE, a current detecting resistance Rc is connected between a connection point of one partial potential resistor R1 of the voltage detecting part 3 and the Lo side output terminal of high voltage generating part 2 and the protective earth terminal PE, and a leakage current Io generated in the electric device Zx to be measured is obtained from the voltage V3 appearing at the connection point and the resistance value of the current detecting resistor Rc.
