PROBLEM TO BE SOLVED: To withdraw liquid target materials remaining in a pipe in a hermetically-sealed target system. SOLUTION: Purge gas supply pipes 20, 38 are connected in the midst of a pipe through which a target vessel 10 and a manometer 30 are connected to each other. After radioactive material is withdrawn, purge gas is supplied from the purge gas supply pipes 20, 38 to withdraw liquid target materials stored in the pipe through which the target vessel 10 and the manometer 30 are connected to each other.
