PROBLEM TO BE SOLVED: To dispense with preload of a preloading jack in installing a base isolation apparatus. SOLUTION: The relationship between axial force applied to the base isolation apparatus and an axial shrinkage amount produced in the base isolation is previously obtained, and when the base isolation apparatus to be installed supports an upper frame, actual axial force receiving from the upper frame is estimated, and an axial shrinkage produced by the actual axial force is estimated. According to the estimated values, the installation level of the base isolation device is determined. The load received when the jack supports the upper frame at the design level is adopted as an estimated value of actual axial force applied to the base isolation apparatus. Jack down operation of a temporary receiving jack is divided into a plurality of times, and the relationship between the actual axial force of the base isolation apparatus and the axial shrinkage is verified from the relationship between the load in a stage of the jack down operation process in the midway and the displacement of the upper frame in consideration of the frame rigidity of the upper frame.
