PROBLEM TO BE SOLVED: To solve the problem that in construction relation or emergency means for roof use in case of a disaster, there is only a small number of firm fixing portions so that it is inconvenient, firm fixing takes much time and labor, firm fixing for the peripheral side of the waterproof sheet is partial so that the peripheral side of the sheet is frequently flown by contained wind, to produce fluttering sound, and cause deterioration of the vicinity of an eyelet hole, and further in setting up the sheet in a wide range, water leakage from a joint is caused and a sheet corresponding to the area of an encapsuled body is needed. SOLUTION: Pouches are provided in the peripheral edge of the waterproof sheet, and the pouches used as a weight by storing water therein and retaining flexibility are pressed to the peripheral surface of the encapsuled body to thereby eliminate a gap with the peripheral side of the sheet and shut off the contained wind, whereby noise due to fluttering and deterioration of the eyelet hole can be prevented. In setting up the sheet on the side, air is injected to obtain the similar effect. In laying the same in a wide range, an overlapping margin is provided to prevent water leakage from the joint and continuously connect.
