PROBLEM TO BE SOLVED: To provide a device and method capable of constructing a hanging scaffold in a shorter time than before as a whole by avoiding the use of heavy machinery and lowering cost, eliminating the need for a large existing hanging scaffold, and facilitating the operation of feeding sleepers out. SOLUTION: The device constructs the hanging scaffold having a plurality of parallel sleepers 25 supported by hangers 27 suspended from a structure 26. A feeder for feeding the newly provided sleeper 17 forward by means of a reciprocal hanging tool 9 that can move back and forth along a guide rail 3 secured to the structure 26 is set to be movable relative to the structure 26.
