PROBLEM TO BE SOLVED: To provide a powder toning method having a simple toning operation, i.e., a method for forming a coating film of a thermosetting powder coating material composition which can form a coating film having a uniform hue by visual observance by using two or more thermosetting powder coating materials having different hues and, simultaneously, excels in coating workability as well. SOLUTION: This method for forming a coating film comprises forming a coating film on a substance to be coated by using a thermosetting powder coating material composition obtained by dry mixing (A) two or more types of thermosetting powder coating materials having different hues obtained by spray drying a powder coating raw material solution comprising (B) a thermosetting resin, (C) a curing agent, (D) a colorant, and (E) an organic solvent.
