PROBLEM TO BE SOLVED: To provide a water-permeable grating in which a bottom plate or the like is not required by securing bonding strength of a bar and a filler, and to enable resource recycling of waste rubber and waste plastics. SOLUTION: A binder made of a synthetic resin is applied to the surface of the bar of the grating. Rubber chips of 1.0-10.0 mm or chips made of a synthetic resin of 50-90 wt.% and a liquid binder made of a synthetic resin of 10-50 wt.% are mixed. And then, the water-permeable grating is formed by press-molding after the mixture is filled in an opening part of the grating to which the synthetic resin is adhered. Waste tires, waste belts and waste synthetic resin products are processed in a prescribed dimension so as to be used as the chips made pf rubber or a synthetic resin. When a thermosetting resin binder is used, the press molding is executed under a heating condition. A cure- accelerating agent of 0.1-1 wt.% is preferably added to the synthetic resin binder.
