PROBLEM TO BE SOLVED: To provide a two layer type make-up cosmetic which has the advantages of an emulsion and can simultaneously overcome the defects of conventional powder-containing emulsion cosmetics, such as (1) the possibility of physical irritation development, because the viscosity of the cosmetic is apt to increase by all means to cause the strong abrasion of skins with the powder, and (2) the adverse effects of the surfactant on the properties of skins by the increase in the amount of the surfactant for the formation of gel structures. SOLUTION: This two layer type make-up cosmetic containing the powder is characterized in that the cosmetic is separated into a powder-containing layer and an emulsion layer when left to stand, and turned into an emulsified and dispersed single layer just after shaken. The cosmetic form is prepared by using a surfactant of liquid at 25 deg.C under the atmospheric pressure so that the viscosity of the emulsified and dispersed single layer is 100 to 10,000 mPa/sec and emulsifying the mixture so as to give an average particle size of <=1μm.
