PROBLEM TO BE SOLVED: To provide a no thoroughfare device which is formed of a base member embedded in the ground and a no thoroughfare member arranged in the base member in a manner being vertically movable between a no thoroughfare position for blocking traffic of vehicles, etc., and a traffic permitting position at a lower location than the no thoroughfare position, for permitting the traffic, wherein the no thoroughfare device is prevented from being serially deformed even if a vehicle or the like collides with the no thoroughfare member assuming the no thoroughfare position to tilt the same. SOLUTION: According to the no thoroughfare device, a cushioning device is arranged in an opening 14' of the cylindrical base member 14. The cushioning device functions to cushion tilting of the no thoroughfare member 15 by generating deformation or displacement according to the tilting of the no thoroughfare member 15. The cushioning device has an opening through which the member 15 is inserted, and is formed of an elastic member which is deformable depending on the tilting of the member 15. The elastic member may be a fluid inclusion bag having a liquid, gas, or the like sealed therein.
